Making Permanent the Brownfield Expensing Incentive
(Becerra, Ryan, Higgins) This bill would remove the sunset date - thus making permanent - of the brownfield expensing incentive, which allows brownfield developers to fully deduct assessment and remediation costs from their taxable income in the year in which the expenses were incurred.

Extending and Improving CLRRA
(Cedillo) The California Land Reuse and Revitalization Act of 2004 (CLRRA aka AB 389) provides certain immunities to purchasers of brownfields who enter into a contractual obligation with a state oversight agency to perform mutually-agreed-upon cleanup responsibilities. This bill would extend CLRRA to January 1, 2017 and would enable prospective purchasers to enter into CLRRA agreements with an agency prior to taking ownership of the property.
