The Petroleum Storage Tank Fund reimburses non-responsible parties for allowable costs incurred in cleaning up petroleum contamination from underground and aboveground petroleum storage tanks, as well as for third-party liability expenses. Under the EPA's Technical Assistance to Brownfields (TAB) Communities program, the Community Brownfields Foundation (CBF) and CCLR provide in-kind technical assistance and training to communities and other stakeholders on brownfields issues with the goal of increasing the community's understanding and involvement in brownfield cleanup and revitalization. The TAB grants serve as an independent source of information assisting communities with community involvement, better understanding the health impacts of brownfield sites, science and technology relating to brownfield site assessment, remediation, and site preparation activities, brownfield finance questions, and information on integrated approaches to brownfield cleanup and redevelopment. Originally signed into law in 1997 and extended through December 31, 2011, the Brownfields Tax Incentive encourages the cleanup and reuse of brownfields. Under the Brownfields Tax Incentive, environmental cleanup costs are fully deductible in the year incurred, rather than capitalized and spread over time. Improvements in 2006 expanded the tax incentive to include petroleum cleanup.

The Historic Byways Revitalization Initiative is a collaborative partnership between the Division of Oil and Public Safety (OPS), Colorado Department of Public Health & Environment (CDPHE) and the Colorado Brownfields Foundation (CBF).

The Historic Byways Revitalization Initiative is designed to provide technical and financial assistance to remove the environmental component of that investment risk. The Colorado Historic Byways Initiative is intended to further local economic development projects by providing environmental assessment and cleanup services to help reuse properties located along Colorado's scenic byways and historic districts.

The Voluntary Cleanup and Redevelopment Act (VCUP) encourages voluntary cleanups of properties which are contaminated with hazardous substances but do not fall within some other regulatory program, with a method of determining what the clean-up responsibilities will be when they plan the reuse of existing sites. It also minimizes administrative processes and costs. Colorado also has a state tax credit for remediation completed under Voluntary Cleanup. The Voluntary Cleanup Program is for any site that is not otherwise under enforcement action whether it be commercial or industrial.
