The Department of Environmental Quality administers a number of different programs through which it provides oversight, liability relief, and targeted financial assistance for brownfield cleanup and redevelopment in Utah.
| Targeted Brownfields Assessment |
The Division of Environmental Response and Remediation (DERR) can assist local governments and other qualified parties with application for Federal Brownfields Assessment, Revolving Loan and Cleanup (ARC) Grants. These grants can help fund activities such as site assessment and cleanup. The DERR can provide support letters and technical assistance for these projects. The DERR can also conduct Targeted Brownfields Assessments (TBAs) for eligible communities, governments or nonprofit groups. The TBAs are not grants, rather the DERR provides direct technical assistance to the community through site assessment. The TBAs provide screening data that may assist with future planning and development of the property. The Executive Director may issue Enforceable Written Assurances to bona fide prospective purchasers, contiguous property owners and innocent landowners. |
| Petroleum Storage Tank Trust Fund |
The Petroleum Storage Tank Trust Fund (PST Fund) provides funding for environmental cleanup of leaks of petroleum products from underground storage tanks (USTs). The PST Fund is similar to environmental insurance in that UST owner/operators pay a fee (premium) and a deductible. Under the Targeted Brownfields Assessment program, EPA Region 8 contractors conduct environmental site assessments and cleanup planning for public agencies and nonprofits, and at privately owned sites with public benefit projects. | Technical Assistance to Brownfields (TAB) Communities Program |
Under the EPA’s Technical Assistance to Brownfields (TAB) Communities program, the Community Brownfields Foundation (CBF) and CCLR provide in-kind technical assistance and training to communities and other stakeholders on brownfields issues with the goal of increasing the community's understanding and involvement in brownfield cleanup and revitalization. The TAB grants serve as an independent source of information assisting communities with community involvement, better understanding the health impacts of brownfield sites, science and technology relating to brownfield site assessment, remediation, and site preparation activities, brownfield finance questions, and information on integrated approaches to brownfield cleanup and redevelopment. The Department of Transportation (DOT) is authorized to award $600 million in TIGER II (Transportation Investment Generating Economic Recovery) Discretionary Grants. Funds for the TIGER II program are to be awarded on a competitive basis for projects that will have a significant impact on the Nation, a metropolitan area or a region.

EDA announces general policies and application procedures for grant-based investments under the Public Works, Planning, Local Technical Assistance, and Economic Adjustment Assistance Programs that will promote comprehensive, entrepreneurial and innovation-based economic development efforts to enhance the competitiveness of regions, resulting in increased private investment and higher-skill, higher-wage jobs in areas experiencing substantial and persistent economic distress.

The U.S. Department of Commerce's Economic Development Administration (EDA) advances economic growth by assisting communities experiencing chronic high unemployment and low per capita income to create an environment that fosters innovation, promotes entrepreneurship, and attracts increased private capital investment. EDA requests proposals for the following programs: Public Works, Planning, Local Technical Assistance, and Economic Adjustment Assistance. Under the Economic Adjustment Assistance program, EDA has allocated $14.7 million to the Global Climate Change Mitigation Incentive Fund, which supports projects that foster economic competitiveness while enhancing environmental quality. Proposals are being accepted and are being reviewed on an ongoing basis.
