CCLR
awards Project Learning Program (PLP) grants that range in size
up to $25,000 per project, year-round, on a merit-based schedule.
Grants are available to assist projects in achieving specific
goals that may include site assessment, reuse and remediation
studies, site design, economic feasibility, community-consensus
building, and related services. Grants are not for general organizational
support or Superfund sites.
PLP Criteria
CCLR awards PLP grants to projects that will serve as models of sustainable development and:
- Develop reuse strategies for blighted or abandoned sites
or buildings (e.g., brownfields, old factories, and decommissioned
landfills).
- Undertake development opportunities that were previously
passed over because of perceived or actual contamination
issues.
- Restart projects that have stalled due to remediation
or regulatory issues.
In awarding PLP grants, CCLR seeks projects that:
- Benefit the local community, build on local strengths,
recognize local needs, and are based on community participation
at all stages. Though not a requirement, project sites can
be located within designated redevelopment areas, specific
plan areas, empowerment zones, enterprise communities, or
other economically distressed areas.
- Present challenges involving entitlements, permitting
zoning, planning, or financing.
- Face difficult environmental regulatory issues or have
complex remediation situations that may hinder the project's
economic feasibility.
- Promote urban economic development and density, help curb
sprawl, demonstrate innovative design, or have other unique
aspects that can serve as a model of sustainable development
to others.
- Have site access for environmental investigation, preferably
where the sponsor owns the site or has a contract pending
to own or lease the site.

- Community development corporations
- Nonprofit developers
- Local community-based organizations
The Application
To apply for a PLP grant, please send a two-page description
of the project to CCLR. Project descriptions will be acknowledged
within two to four weeks of receipt. If CCLR determines that
a project meets our criteria for funding assistance, we will
contact you for further information and contract negotiations.
Project descriptions should address the following:
- Project goals and objectives, including benefits to the
community.
- Ownership status of the project, its location and a description
of the neighborhood, previous use of the site, known and
suspected environmental conditions, proposed reuse, and
other partners or significant stakeholders involved in the
project.
- Barriers to completing the project (e.g., regulatory
issues, complex remediation, liability and/or marketability).
- Community involvement and local government support.
- Assistance you would like to receive from CCLR.
- Your organization's experience managing projects similar
to the one proposed and the qualifications of the key personnel
involved.
- Project's need for financial support and what the funds
will be used for.
