Biography

Jim has had an extensive and broad career in city planning, real estate, and affordable housing/community development. He has worked for the San Francisco Planning Department, the Alameda County Housing and Community Development Department, and many different non-profit developers as staff or as a contract consultant. CCLR played an important role in one of the most
interesting and challenging projects to redevelop three different brownfield sites in East Oakland while he was Housing Development Director for the non-profit housing developer. One of these projects received a Phoenix Award from ICMA at the National Brownfields Conference. Jim’s strengths include understanding the complex layers of government regulations and funding, providing technical assistance to inexperienced project leaders, and data collection and analysis. He has guided many different community-based organizations developing projects and programs, offering feasibility, predevelopment, and financial analysis. He has maintained an AICP Certification from the American Institute of Certified Planners since 1995, and earned a MCP from UC Berkeley and a BS in Architecture from the University of Virginia.
