The Center for Creative Land Recycling (CCLR), acting as the technical assistance provider for the California Department of Toxic Substances Control (DTSC), is pleased to issue the attached Request for Qualifications (RFQ) for an Economic Return on Investment (ROI) and Impact Study related to their sizable investments in brownfield assessment and site remediation.
Through this RFQ, we are seeking a partner to analyze the first cohort of 38 Equitable Community Revitalization Grant (ECRG) projects. The selected vendor(s) will quantify direct ROI, estimate macroeconomic “ripple effects,” and index community-benefit outcomes. Please note that to meet DTSC’s editorial needs, the final deliverable for this five to eight-month engagement is not a stylized public report, but rather a comprehensive Technical Data Memorandum and “analytical building blocks” that DTSC will use to author the final narrative.
The anticipated budget for this scope of work is up to $150,000.
