The Center for Creative Land Recycling (CCLR), acting as the technical assistance provider for the California Department of Toxic Substances Control (DTSC), is pleased to issue the attached Request for Qualifications (RFQ) for an Economic Return on Investment (ROI) and Impact Study related to their sizable investments in brownfield assessment and site remediation.
Through this RFQ, we are seeking a partner to analyze the first cohort of 38 Equitable Community Revitalization Grant (ECRG) projects. The selected vendor(s) will quantify direct ROI, estimate macroeconomic “ripple effects,” and index community-benefit outcomes. Please note that to meet DTSC’s editorial needs, the final deliverable for this five to eight-month engagement is not a stylized public report, but rather a comprehensive Technical Data Memorandum and “analytical building blocks” that DTSC will use to author the final narrative.
The anticipated budget for this scope of work is up to $150,000.

Questions & Answers
Q: Will DTSC provide all of the necessary information about the 38 grantees, or will the consultant be gathering this data from the individual grantees?
A: DTSC will provide the information in its database system (Fluxx); any additional information, for example, items related to fees paid to the City, additional funding sources, number of jobs created, or final development details, etc will need to be provided by the grantee directly or from other available sources.
Q: Given the amount of data that needs to be collected and analyzed, is the five-month timeline flexible?
A: The five-month time frame is not very flexible. To ensure you are able to accomplish the work within this timeframe, the vendor will work with DTSC and their Fluxx database to access the data needed to accurately develop their findings. We expect that the data collection will proceed smoothly. A final, fully formatted report is not required, as DTSC will draft the report from the summary conclusions and data.
Q: Task 2.6 focuses on performance and efficiency, but it does not mention benchmarking the ECRG program’s performance against non-ECRG grants made by DTSC as was done in the OBI study. Is this something that CCLR would like to include in this evaluation or is this task just about establishing a.
A: There could be some comparative analysis to show the impact on a site with ECRG funding vs no ECRG funding if time allows; however, it should not be the focus of the data collection.
Q: Section 3 states that final contract terms, insurance requirements, and other conditions will be established in the executed contract. Please provide a draft agreement or summary of the anticipated contract terms, insurance requirements, and other material contractual provisions applicable to the resulting award for respondent review.
A: We expect that the final terms and conditions, insurance requirements, and other contractual provisions will be consistent with those that your company typically requires of its contractors and aligns with CCLR’s contracting standards. Final contract terms and conditions will be formalized upon award.
